Restore Icon Location for different user

The save/restore function works great but when I try to run it for a different user on the same machine, it fails.  
 
I tried exporting the REG key and re-importing it for the new user since it is LOCAL USER but that was not successful.
 
I even tried re-running the save but restoring a previously saved .dtr file, no luck.
 
I'm using the command line tools only.
Any suggestions?

It has to be run for/by the current user (whose desktop is displayed).
