Momentary to Toggle JScript

I have been diving through all different posts on this forum for weeks now and am finally stuck enough to ask for help.

I have an akai APC20 controller that I want to use as a generic midi controller. I would like to convert the momentary buttons in the 8x5 grid to toggle. On other pieces of gear I would just use the vendor's editor tools (like Novation or Arturia). However no such piece of software was ever built for this device.

Messed around with BOMEs but was ultimately unsatisfied and am so close to figuring this out in midi-ox I don't want to give up.

I've attempted using the patching function to toggle different mappings to on/off, and that 'works' but had to do some inelegant sysex outputs in order to get the 'led-on state' to stick. Also to note, you basically have to double toggle in order to 'flip' the patch mapping, if that makes sense.

The ideal outcome is press button, it sends Note On and stays lit; press again light turns off.

The closest scripting solution I've found was Jamie's modvel.js and have been trying to reverse engineer it to convert momentary to toggle, but have run out of steam.

I'm using loopmidi to allow midiox to intercept and transmit the outputs back to the akai.

Thanks much!
