Is it possible to transpose midi notes with MidiOX ?
 
I would for example like to transpose all note on/off events on channel 1 to the same events on channel 2, transposed up or down by a fixed interval.

Yes.  This is one of the easiest things to do using mapping.  There are several example maps installed with MIDI-OX that demonstrate this technique.  Look at (load) Transpose Up 2.oxm, and then Transpose Down 2.oxm to see how this is done.  There are 12 other transposing maps in your Map directory as well. Cool
