Can't Remap CC#38

I'm trying to remap CC#38 0-127 to CC#14 0-127 but it doesn't work. Other CC values remap fine but not CC#38. I see the option "Wait for complete NRPN..." references CC#38 but it seems to have no effect on the remap. Is this remap possible?
 
FWIW, I'm trying to use a Johnson J-Station to control the upper manual dawbars in NI B4.

P.S - I can remap CC#38 fine in Bome's MIDI Translater

Try using version 6.4.2.  That is one of the issues that was addressed.
