HELP: map synth parameter to full range of knob

Hi. I know that I can map a rotary controller on my MIDI keyboard to a parameter on a VST synth / Reason synth. Here’s my problem. Say, for example, I want to map the 1st rotary controller to Oscillator Pitch (Octave) on synth and the Oscillator Pitch (Octave) covers 9 octaves (so you can choose 1,2,3,4,5,6,7,8 & 9 on the synth control). At the moment when the rotary control (on K/board) is turned, it goes through the 9 selections on the synth control at the very start of the turn and so the majority of the rotary control (on k/board) is unused. Is there a way I can map MIDI so that the 9 positions on the synth control will be spanned across the full scale of the K/Board Rotary Control (0-127)?

What data does the Rotary Control issue when turned? If it is normal MIDI control data, then it likely can be mapped. Hook up the device to MIDI-OX and watch what data it puts out.
