I would like to be able to use CC#s to control RMEs "Total Mix" application but it only uses the mackie control protocol. Is there a way for me to use CC's on my controller to output (map to) mackie control parameters?

I think you mean the opposite way around from what your title says.
 
Answer: In part yes. That is, if you are satisfied only to convert to the MCE's *fader* output values - which are pitch bend values for channels 1-9 (including the master fader).
 
Otherwise, for the 8 VPots, you'll need a script because the conversion is to relative (endless) encoder values.
