Mapping Note ON to PrgChg

I am trying to construct a Hammond B3 "BlackSEction" on my keybord, which I want to realise by translation of Note ON ( i.e 36 -47 ) to PrgChg (0-11)which will trigger presets on my expander.
My test with:
1,NoteON, 36, 47, *,*;1, PrgChg,0,11,-,-.
did not work as expected, but outputs PC data that look like random products and seem to be realted to the velocity data.
Setting them to a fixed value results in no translation.
Programmed step by step (12 rows)  it works fine.
Are the velocity data the reason? Can those be filtered?
Thanks in advance,

Have you got "Use input value 2" checked?  If so, uncheck it.
