There is nothing in your description that sounds incorrect. Do you see the data from the controllers in the Output Monitor? In Options | MIDI Devices... are the input devices displayed underneath the MIDI Yoke output device in the Port Mapping Pane?

There's a very simple check you can use to ensure that MIDI Yoke is passing data long: instead of Fruity or Cubase on the other end of the 'cable', launch another instance of MIDI-OX and open MIDI Yoke 1 for input. Now open the input monitor in the 2nd instance, and see if the data is dipslayed in both instances.

In the Port Activity view, the RT LEDs typically light up when Active sensing or MIDI Clock is received. We also light the lamp on the left side of the driver name to indicate that some MIDI data has been received. The values for these lights are obtained at the lowest port I/O level, so the confidence level is fairly high. You might want to check your filter Options | MIDI Filter... and make sure you are not filtering any other data.

If you're not filtering anything and you can reliably send data from MIDI-OX through MIDI Yoke to other instances of MIDI-OX, and see the same data in the Monitors, then it would seem that everything is working correctly. These tests suggest that the data is getting to Fruity Loops and Cubase. Now you just need to figure out why Fruity Loops and/or Cubase isn't responding to the data. Have you tried playing Note data through the chain to Fruity Loops or Cubase?
