You can discard the PB messages with a Data Map.
Menu Options/Data Map
Translation Map window press Clear then press Insert
Define Mapping window ...
Input
Channel Any (or whatever you need)
Event Type PitchB
The rest of the input values should be -1  which means 'any value'

Output - just select 'Discard' in the Event Type
Press OK

Translation Map
'Turn Map On' near the OK button
Press the Save button to save the Map
Press OK

Now any PB on any Midi stream routed through MidiOX will have its PB removed.

This sounds like a hardware fault.
The Pitch Wheel usually uses a potentiometer (commonly called a pot.)
Inside it has a carbon track shaped like a horse shoe and a copper wiper slides along it varying the voltage.
If the track gets dirty the wiper is lifted from the track sometimes even causing a stationary pot to change values.

You can UNPLUG THE KEYBOARD open it up and get some electrical contact cleaner spray or even some spirits to clean the pot on the PitchBend .
Or get a trained person to have a look.

All the best
Royce
