my device wich is connected on the midi in of my computer, does only send commands to the pc on the control changes, another program that i want control via midi with that device, does only respond to note values, is it possible to patch it on a certain way that control changes can be convert to program changes? can you tell me how to do this?

Yes, you can convert Control Changes (CC) to Program Changes suing MIDI-OX Data Mapping.
