Sounds like a problemn with Windows installer. You can manually unregister it with: regsvr32.exe /u "c:\program files\desktop restore\dkticnsr.dll" after a reboot it won't appear and you can delete that DLL.

Ok I ran it at the run box. It said it worked. So I tried to reinstall and got a window during install that says "The following applications are using files which the installer much update." Etc In a box below the message the files that must be closed are: Windows Explorer So what do I do next?

That is correct. It is loaded by Windows Explorer when the system boots. That is why it is necessary to reboot after either install or un-install. To install the latest version you do NOT need to un-install. Just install the latest version and then reboot.
