I don't know how to octave up NoteOn and NoteOff.
What max and min value of it?

Hi
go to the menu Options / Data Mapping..
On the new window, press the clear button. (just in case there is already something there)
Press the Insert button
On the new window you will see "When In put matches" put in the ...
Midi Channel
Event Type  
 Note On (it will also take care of the correct Note Off)
Note #  
 Min 0  
 Max 115 (127 is the top note but you are transposing up  so you need the room)  
Velocity
-1 for Max and Min Velocity (-1 means any value)
 
On the "Set output to" put in the ...
Channel
Match Input  
Event Type  
 MatchEvent
Note #
 Min 11 (starts at 0 so 11 is 12 semitones up)  
 Max 127  
-1 for Max and Min Velocity (-1 means any value)
 
Press OK
In the Translation Map window near the OK button check Turn Map On
Save the Data Map with the Save button.
Press OK.
 
Now the note will be transposed up an octave on whatever channel you selected, except for the Notes 116 to 127 which won't be affected
The transposition will only occur on Note messages that pass through Midi Ox.  
That is , the Midi Port Routing window has to have a connection from an input on the left to an output on the right.
Left click and drag an icon of a DIN plug to another DIN icon to connect.

Ok I got it.
But I wish only min 0 max 27 transpose 2 octave, I set output at 23-51 and set another input at 27-115 output at 39-127 right?

0 + 24 = 24 and 27 + 24 = 51
Input  Note# min 0 max 27  
Output Note# min 24 max 51

Do you want note 27 to produce 2 notes?
I will assume you want a split in the keyboard with 2 octaves  up in the left hand and 1 octave up  in the right ?
 
28 +12 = 40 and 115 + 12 = 127
Then you need 'another input at 28-115 output at 40-127'
 
Press Insert button to add another line to the filter  
Input  Note# min 28 max 115  
Output Note# min 40 max 127
