1) This shows that the Midi is coming into Reaper
 
2) go to https://www.reaper.fm/videos.php#YnoY82nhGp4  
Under "Reaper 5 Explained" look at the video "3. Tracks".
It will explain how Reaper tracks are any kind of tracks (that is, they can be audio, Midi, VST even video)
Then click on "Midi & Virtual Instruments" and look for the sub heading "First Synth Part" and choose the video "Midi Controller"
This will show you how to set up your VST and connect it to your keyboard (there is a lot of other stuff)  
 
Let me know if you can get it all to work.

+ As you see M2 cable which is coming from MicroSynth is chosen as MIDI Input of the track.
 
+ As you see FX light is on. So a Kontakt instrument is chosen as VSTi.
 
+ Also Monitoring and Record Arm buttons are active.

Click on the FX and add and new device (double click in the left box of the FX window).
In the FX selection window type "Midi" (without " ") in the filter box (down the bottom of the window).
Select "JS: Midi Logger"
Drag it above the VSTi  
When you play the keyboard what Midi is displayed (the last 3 Hex number columns) ?
 
Not working  ??
Save the song with a new name.
Turn all programs off.
 
Go back to basics.
Restart Reaper and load the song.
If you haven't already enable your LX driver in Reaper.
Make the LX Midi IN as you Midi In for your Reaper track and have a look again at the Midi Logger.

I assume that the instructions you gave are for reaper.
 
So, there isn't any item I get when I write "midi" on the filter box at fx section.

Check your version of Reaper  
Ctrl+ F1 or Help / About Reaper.
Look at the title bar of the new window  
"About Reaper v5985/x64" is my version.
 
If it is close you should have about 2.5 rows of Midi VSTs.
If you don't perhaps you need to update your version.
 
You can use the latest evaluation version for as long as you like.  
You just have to wait for the nag screen to count down.
